Project Plan for applying seal coating to the asphalt on Central Park Avenues

The Central Park Master Association Board of Directors has hired Midwest Pavement Contracting, Inc. to apply a coal-tar emulsion seal coating to the asphalt pavement on Central Park Avenues. When applied on a regular periodic basis, seal coating keeps the asphalt roadway flexible and prolongs its life. This will be the first seal coating for these road surfaces since they were originally paved with the final wear layer back in 2005. The Board recognizes that this will be an inconvenience to the residents of Central Park and we appreciate your cooperation while we conduct this very important maintenance on our streets.
Summary of changes
to the Project Plan:
Midwest originally planned to perform this work over five days
but on July 17th they moved half of what had been in Work Day 2
into a newly-added Work Day 6. Due to the threat of rain on the
18th and again on the 19th, Work Day 2 was postponed and moved to
the 20th, plus weekend work was removed from the schedule.
Forecasted rain caused Work Day 3 to be postponed to the 25th.
Work Day 4 has been twice postponed due to rain and is now
tentatively scheduled for the 30th. On July 29th, the dividing
line between Work Days 5 and 6 was moved eight houses to the west
to balance the workloads on those days.
This is the latest Project Plan schedule:
Work Day 1 was completed on Monday, July 16, 2012 (enter and leave via 22 Mile Rd.)
Work Day 2 was completed on Friday, July 20, 2012
Work Day 3 was completed on Wednesday, July 25, 2012
Work Day 4 was completed on Monday, July 30, 2012 (enter and leave via Van Dyke)
(no seal coat work is planned for Tuesday to avoid interference with trash collection)
Work Day 5 is tentatively scheduled for Wednesday, August 1, 2012 (enter and leave via 22 Mile Rd.)
Work Day 6 is tentatively scheduled for Thursday, August 2, 2012
Seal coating can only be applied if there is no threat of rain. If Midwest decides the weather forecast is unfavorable for the coming Work Day, they will place their crew on a "rain delay" status by around 6:30 AM that morning. They will then immediately consult with the Board representative and a joint decision is made to announce the cancellation of that Work Day and slide the entire schedule by one day. In the event of a cancellation or any other schedule change, this web page and the Central Park Master Associations blog at http://centralparkassociations.blogspot.com will also be updated to reflect the latest planned dates for each Work Day.
This map (click to enlarge) has been revised to show the overall project plan (including the newly-added Work Day 6 and the changes to the dividing line with Work Day 5) and identifies with a circled number the specific section(s) of roadway that will be seal coated on that Work Day.
Each section of roadway will be completely closed to traffic and parking during the scheduled Work Day and any intersections along that section will also be closed to traffic. All residential driveways along that section will be blocked during that Work Day, so prior to the star of work that morning, all affected residents will have to park their vehicles a short distance away on a street that is not being seal coated that day.
Each Work Day prior to the start of seal coating, the contractor will knock on the door at each affected house to remind any residents who may have forgotten to move the vehicles they may need during that Work Day. After the work on that section of street has been completed and the seal coating has dried (no later than 8:00 PM of that Work Day), the street will be reopened to all traffic and affected residents will be able to drive their vehicles back home.

On Work Day 1, North Central Park between Thomas Ct. and Van Dyke will be closed for seal coat application. The only access from Van Dyke will be for customers of the Independent Bank and Genisys Credit Union. On Work Day 1, all Central Park residents will have to enter and leave via 22 Mile Rd.

On Work Day 2, seal coating will continue near the Bank and Credit Union driveways at the Van Dyke entrance and exit. Traffic will be maintained but restricted to a single narrow lane on each side of the traffic island. To avoid back-ups of vehicles waiting to turn onto Van Dyke, please leave via 22 Mile Rd.
