Meeting Called to Order:   6:36PM

 

Present:                          Property Manager Ryan Dorner and Cristina Furicchia representing Kramer-Triad, Michael Grobbel, Co-Owner Board Member
                                      Mr. Sable

 

Quorum:                          30 required; 47 present

 

Minutes:                          Motion to waive reading of 2008 minutes by Bob Lindburg; seconded by Bruce Bouford

 

Elections:                        (a) One position for a one-year term

 

                                       (b) One candidate: Michael Grobbel

 

                                        Motion to close nominations by Bob Lindberg; seconded by Maria Severini

 

                                        Mike Grobbel was elected unanimously with commendations of a tremendous job for 2008.

 

Open Discussions:           (a) Insurance representative not able to attend due to accident

 

                                       (b) Budget review
                                                 - 2008 spending reduced by 27% due to tightening and service competitive bidding
                                                 -  Association monthly fee of $175 to continue for another year

                                                 - 53% of lots are now occupied.  Those 53% are paying for maintenance of 100% of streets
 
                                                and  lights, 80% of landscaping and shrubs and 70% of sidewalks

 

                                       (c) Blog site:  Manorsatcentralpark.blogspot.com - accessible to co-owners to read latest information
                                             
and share concerns

 

                                       (d) Explanation of current Board members: 3 members consisting of 2 5th/3rd bank employees and
                                               1   Manors Co-Owner

                                                  - this will be revisited in 12 months; at this time there are not enough homeowners to warrant
                                                       transition of control to the board

 

                                       (e) Property appearances
                                                  - requests for variances must comply with by-laws and will be approved speedily
                                                  - by-laws are being enforced with  first a courtesy notice and, secondly, with a fine
                                                  - recent problems brought new rules:
                                                        Parking - only on sidewalk side of the streets
                                                          (questions were raised about extenuating circumstances and Mr. Grobbel said to contact him)

 

                                       (f) suggested home maintenance by homeowners:
                                                  - change furnace filters frequently

 

                                       (g) questions raised
                                             -regarding cable service and Comcast exclusive contract
                                                - Wow information states if enough homeowners opt for Wow, they would come into our
                                                       neighborhood; Mike will be looking into that info
                                             - regarding former industrial 250 acre property adjacent to our west end
                                                 - property has been sold and should be vacated by March 31, '09; negotiations are ongoing
                                                as to the  purchase

                                              - regarding the ownership of undeveloped lots 33-167.  They are owned by Carpenters'  Pension    
                                                      Trust Fund,  and advised/represented by 5th/3rd Bank, and Milestone Realty.

                                                    Lombardo is the hired marketer and construction agent. He will continue to build on the
                                                       empty lots.
                                               - regarding the paving of the rest of the "eyebrow" on North Central Park:  sometime this year
                                                     was the answer.
                                               - regarding landscaping concerns:  missing and dead trees.  Mike says they are on his list.

 

                         (h) Lots 1-15 update
                                                -Sable owns the lots; Lombardo plans to build on the lots. The original plan was single
                                                       detached condos like lots 16-32 on North Central Park
                                                   Because of the lagging sales of that design, Lombardo has applied for a waiver to build
                                                         2-story detached condos with 5 different elevations
                                                 After considerable deliberation on the part of Shelby Township officials, Mr.Lombardo has dropped    .                                                        his request
                                                - Mr. Sable was there to explain the new intent.  He showed 4 different elevations of single
                                                      family ranch style condos.  They appear to blend aesthetically with the existing
                                                      construction in our development.  They will have 1400-1500 sq ft and small lots, probably to
                                                       be sold at a lower price. The objective is to sell off those  properties more quickly and to
                                                       more fully develop our area. It was mentioned that Mr. Sable does owe back taxes on those
                                                       properties and so will probably want to get this approval completed quickly.

                                                - Mr. Sable plans to have more information on these plans posted on the Manors blog site by the
                                                  end of January. Mr. Sable is also proposing that the Manors Master Deed be revised to either
                                                    treat  these 15 units differently or spin them off into a separate Condo Association.
